The report states that Tottenham have made an £18.8 bid for Ibanez but that was quickly rejected.
Roma initially wanted £30m for Ibanez, but would now consider £25.7m or even as little as £21.4m if the cash was offered upfront.
Alongside Tottenham and Fulham, West Ham are also interested in Ibanez this summer.
They may also have the advantage of being able to offer Roma striker Gianluca Scamacca as part of the deal.
Additionally, West Ham are in the Europa League next season and have just received a huge amount of money from selling Declan Rice.
Roma want a deal done as quickly as possible and are willing to wait until the end of the month to receive the best deal.
Fulham desperately need reinforcements soon, especially as they jet off on their pre-season tour of the USA very soon.
